Mr. Gowen is an experienced associate attorney with the Firm and represents federal and state employees, law enforcement officers, private employees and labor unions in a number of employment and labor law matters. In addition, Mr. Gowen devotes a high percentage of his practice to representing federal employees in binding arbitration, before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Defense Office of Hearings and Appeals (in regard to security clearance matters) and in court. During his time with the firm, Mr. Gowen has successfully obtained several favorable settlements in MSPB and EEOC cases for his clients.
Mr. Gowen also advises and represents individuals needing legal assistance in other federal administrative agency areas, such as before the Office of Personnel Management (OPM) and in other various matters. Mr. Gowen frequently represents law enforcement officers employed by the District of Columbia Metropolitan Police Department and other local public safety employers in various administrative matters.
In addition, Mr. Gowen advises and represents individuals on federal retirement matters, including general retirement errors, FERCCA corrections, OPM Disability Retirement applications, law enforcement and firefighter retirement and general FERS and CSRS retirement issues.
Prior to joining the firm, Mr. Gowen was an associate at a civil defense firm in Philadelphia, Pennsylvania, where he litigated employment discrimination, toxic tort and professional liability cases.
